On the 18th of February, however, Fox moved a string of resolutions condemnatory of war with France. They declared that that country was only doing what every country had a right to doreorganise its internal Constitution; that, as we had allowed Russia, Prussia, and Austria to dismember Poland, we had no right to check the aggressions of France on these countries; as we had remained quiescent in the one case, we were bound to do so in the other, and not to make ourselves confederates of the invasion of Poland; and his final resolution went to entreat his Majesty not to enter into any engagements with other Powers which should prevent us from making a separate peace with France. We must return from victory abroad to discontent at home. On the 28th of January, 1817, the Prince Regent opened the fifth Session of Parliament. In his speech he expressed indignation at "the attempts which had been made to take advantage of the distresses of the country for the purpose of exciting a spirit of sedition and violence;" and he declared himself determined to put down these attempts by stern measures. The seconder of the Address in the Commons had the good sense to believe that the demagogues and their acts would die of themselves. Certainly, if the demagogues had no cause on which to base their efforts, those efforts must have proved fruitless; and the wisdom of Government consisted in seriously inquiring whether there were such causes. To attempt to insure peace by smothering distress is the old remedy of tyrants, and is like heaping fuel on fire to put it out. Whilst this debate was proceeding, a message arrived from the Lords to announce that the Regent, on his return from the House, had been insulted, and some missile thrown through the windows of his carriage. The House agreed upon an Address to the Regent on this event, and then adjourned.Yet the whole demand for sailors was carried, and the demand of inquiry as absolutely rejected. Yet the Commons granted this sum; and, by way of preventing the king from falling into fresh difficulties, added one hundred thousand pounds a year to the Civil List. The matter, however, did not pass without a plain reminder to his Majesty. The rough-spoken Sir Fletcher Norton, the Speaker of the Commons, when presenting this Bill for the increase of the Civil List to the king, said:"Sir,In a time of public distress, full of difficulty and danger, under burdens almost too heavy to be borne, your faithful Commons postponed all other business, and granted your Majesty not only a large present supply, but a very great additional revenuegreat beyond examplegreat beyond your Majesty's highest wants!" ONE:At the period at which we have now arrived France was in a state of the wildest and most awful convulsion. A revolution had broken out, more terrible and furious than had ever yet appeared in the history of nations. The French people, so long trodden down by their princes, their aristocracy, and their clergy, and reduced to a condition of wretchedness and of ignorant brutality, almost unparalleled, seizing the opportunity of the distresses of the impoverished Government, and encouraged by a new race of philosophers who preached up the equality of the human race, had broken through their ancient subserviency, and were pulling down all the old constituted powers, ranks, and distinctions, with a rapidity which electrified the whole world.On the 17th of March a proclamation was placarded at the gates of the palace, announcing that the king was resolved to remain and share the fate of his people. Whilst one crowd surrounded the Palace of Aranjuez, another rushed to the house of Godoy to seize and kill him. They ran all over his house, but could not discover him. The tumult continued all night, but was somewhat appeased the next morning by a Royal proclamation, which announced that the king had dismissed him from his offices. This did not, however, prevent the people continuing the search for Godoy, who was at length discovered by a Life-Guardsman in a garret of his own house, where he had been concealed between two mattresses. Compelled to come forth by heat and thirst, he was dragged into the street, soundly beaten, and would soon have been put to death, had not the Prince of Asturias, at the urgent entreaty of the king and queen, interceded, declaring that he should be tried for his crimes, and duly punished. Godoy was committed to custody, in the Castle of Villaviciosa: his property was confiscated; and, on the 19th, the king, terrified at the still hostile aspect of the people, proclaimed his own resignation in favour of Ferdinand, their favourite; in truth, as little deserving of their favour, by any moral or intellectual quality, as the king himself. The abdication was formally communicated by letter to Napoleon, whose troops, under Murat, were, during these tumults, now rapidly advancing on Madrid.

  • FORE:Ireland continued, during 1831 and 1832, in a very unsettled state. The restraint imposed by the Catholic Association during the Emancipation struggle was relaxed when the object was attained, and when Mr. O'Connell was absent from the country, attending his Parliamentary duties. The consequence was that the people, suffering destitution in some cases and in others irritated by local grievances, gave vent to their passions in vindictive and barbarous outrages. O'Connell himself was not in a mood to exert himself much in order to produce a more submissive spirit in the peasantry, even if he had the power. He was exasperated by his collisions with Mr. Stanley, by whom he was treated in a spirit of defiance, not unmingled with scorn; so that the great agitator was determined to make him and the Government feel his power. Had Mr. Stanley when he was Chief Secretary for Ireland possessed the experience that he afterwards acquired when he became Earl of Derby, he would have adopted a more diplomatic tone in Parliament, and a more conciliatory spirit in his Irish administration. His character as it appeared to the Irish Roman Catholics, sketched by O'Connell, was a hideous caricature. A more moderate and discriminating Irish sketch of him by Mr. Fitzpatrick represented the Chief Secretary as possessing a judgment of powerful penetration and a facility in mastering details, with a temper somewhat reserved and dictatorial. Popularity was not his idol; instead of the theatrical smile and plastic posture of his predecessors, there was a knitted brow and a cold manner. Mr. Stanley left much undone in Ireland. But this candid Catholic writer gives him credit for having accomplished much, not only in correcting what was evil, but in establishing what was good. He is praised for putting down Orange processions, and for "the moral courage with which he grappled with the hydra of the Church Establishment." He created as well as destroyed, and "his creations were marked with peculiar efficiency." "The Irish Board of Works sprang up under his auspices. The Shannon navigation scheme at last became a reality, and the proselytism of the Kildare Place Society received a fatal check by the establishment of the national system of education. The political philippics which Baron Smith had been in the habit of enunciating from the Bench were put a stop to by Mr. Stanley. He viewed the practice with indignation, and trenchantly reprobated it in the House of Commons. It ought to be added that Mr. Stanley built a house in Tipperary, chiefly with the object of giving employment to the poor." It has been often remarked that the Chief Secretary for Ireland, on his arrival in Dublin, is always surrounded by men each of whom has his peculiar specific for the evils of the country. But Mr. Sheil said that Mr. Stanley, instead of listening to such counsel with the usual "sad civility, invariably intimated with some abrupt jeer, bordering on mockery, his utter disregard of the advice, and his very slender estimate of the adviser." Mr. Stanley made an[355] exception, however, in favour of the then celebrated "J. K. L." He acknowledged a letter from Dr. Doyle, on the education question, with warm expressions of thanks for the suggestions contained in it, and a wish to see him on his arrival in Dublin. Towards O'Connell, however, Mr. Stanley seems to have cherished a strong antipathy. They exercised mutual repulsion upon one another, and they never came into contact without violent irritation.By six o'clock in the evening the Allied army had lost ten thousand men in killed and wounded, besides a great number of the dispersed Belgians and other foreigners of the worst class, who had run off, and taken refuge in the wood of Soigne. At about half-past four, too, firing had been heard on the French right, and it proved to be the advanced division of Bulow. Grouchy had overtaken the Prussians at Wavre, but had been stopped there by General Thielemann, by order of Blucher, and kept from crossing the Dyle till it was too late to prevent the march of Blucher on Waterloo; so that whilst Thielemann was thus holding back Grouchy, who now heard the firing from Waterloo, Blucher was on the track of his advanced division towards the great battle-field. When Buonaparte heard the firing on the right, he thought, or affected to think, that it was Grouchy, whom he had sent for in haste, who was beating the Prussians; but he perceived that he must now make one gigantic effort, or all would be lost the moment that the main armies of the British and Prussians united. Sending, therefore, a force to beat back Bulow, he prepared for one of those thunderbolts which so often had saved him at the last moment. He formed his Imperial Guard into two columns at the bottom of the declivity of La Belle Alliance, and supporting them by four battalions of the Old Guard, and putting Ney at their head, ordered him to break the British squares. That splendid body of men, the French Guards, rushed forward, for the last time, with cries of "Vive l'Empereur!" and Buonaparte rode at their head as well as Ney, as far as the farm of La Haye Sainte. There the great Corsican, who had told his army on joining it this last campaign that he and they must now conquer[100] or die, declined the death by suddenly wheeling his horse aside, and there remaining, still and stiff as a statue of stone, watching the last grand venture. The British right at this moment was wheeling towards Buonaparte's position, so that his Guards were received by a simultaneous fire in front and in the flank. The British soldiers advanced from both sides, as if to close round the French, and poured in one incessant fire, each man independently loading and discharging his piece as fast as he could. The French Guards endeavoured to deploy that they might renew the charge, but under so terrible a fire they found it impossible: they staggered, broke, and melted into a confused mass. As they rolled wildly down the hill, the battalions of the Old Guard tried to check the pursuing British; but at this moment Wellington, who had Maitland's and Adams's brigades of Guards lying on their faces behind the ridge on which he stood, gave the command to charge, and, rushing down the hill, they swept the Old Guard before them. On seeing this, Buonaparte exclaimed, "They are mingled together! All is lost for the present!" and rode from the field. The battle was won. But at the same moment Wellington ordered the advance of the whole line, and the French, quitting every point of their position, began a hasty and confused retreat from the field.

The Duke of Newcastle, Lord Winchilsea, and Lord Kenyon led the way in the formation of Brunswick Clubs. A great demonstration was got up on Penenden Heatha monster meeting of English Brunswickers. To counteract its effects, it was determined that some of the leading advocates of the Catholic cause, being freeholders of Kent, should go to the meeting. Among those who attended were Lord Darnley, Mr. Cobbett, Serjeant Shee, and Mr. Sheil; but none of them could obtain a hearing. Mr. Sheil had come prepared with a grand speech, carefully written out, as was his custom, and committed to memory, but not so strictly as to exclude such extemporaneous additions as might be necessary to adapt the oration to the actual circumstances. When he arrived at the meeting, the reporter from the Sun asked him for his manuscript, which he gave, with the understanding that he must make it correspond with his speech as delivered. The reporter, taking it for granted that it would be delivered all right, made all possible haste to get it into type. The speech appeared in extenso; but it unfortunately happened that, owing to the uproar and continued interruptions, it was not delivered. The circumstance became the subject of remark, eliciting comments by no means flattering to the Irish orator. The intended speech, however, was as able as any he had ever delivered. It consisted chiefly of an elaborate defence of the Roman Catholic Church from the charge of persecution. It admitted that it did persecute like every other church when in power; but that it was an incident of its establishment, not the natural result of its spirit and principles.

  • FORE:Soult hurried southward, collecting fresh forces to repel the conquering invader, and issued a proclamation, telling the French soldiers that they had at length taught the English to fight, and they must show them that they were still their superiors. Whilst Wellington was superintending the sieges of San Sebastian and Pampeluna, Soult advanced, having gathered an army of nearly seventy thousand men, and, on the 25th of July, he suddenly attacked our outposts simultaneously in the passes of Roncesvalles and of Maya. Both these passes converged into one leading to Pampeluna, where Soult hoped to raise the siege. He himself led on thirty thousand fresh men up the Roncesvalles pass against Generals Cole and Picton, who had about ten thousand to oppose him. He compelled them to retreat to some greater elevations, but with considerable loss, and he hoped there to have them joined by General D'Erlon, who had ascended the Maya pass, with thirteen thousand men, against General Stewart, who had only four or five thousand men to oppose him. The conflict there had been terrible; the British fighting and giving way only step by step against the superior force. The awful struggle went on, five thousand feet above the plains of France, amid clouds and fogs.   • FORE:Sir John landed in Calabria on the 1st of July, in the Gulf of Santa Euphemia, not far from Nicastro, and advanced to seek Regnier. He had not quite five thousand troops with him, all infantry, and a third of these Corsicans, Sicilians, and other foreigners in British pay. Regnier had started for Naples with ten thousand men, but some of these were lost, and others stationed to occupy different posts. On the 3rd of July Sir John Stuart learned that Regnier was near Maida, about ten miles from Sir John's landing-place. Leaving a detachment to guard the stores, Sir John, on the 4th, marched forward, under a burning sun, to come up with him. He found Regnier drawn up in a strong position on a woody slope below the village of Maida, flanked by a thick, scrubby wood on each hand, and having in front the river Amato, at this season of the year perfectly fordable. The position was formidable, and, had Regnier kept it, it must have tried the British severely to dislodge him, especially as they had no cavalry; but Regnier, probably honestly of opinion that the British need only be encountered to be beaten, descended from his vantage ground into the plain. One reason might be, that his cavalry could better avail him there; another, that, after his boasts, Lebrun, the Commissioner of Buonaparte, who always, in the old Jacobin style, had such a person in the field to watch the conduct of his generals, would be ready to condemn him if he showed any delay when engaged with so despised an enemy. The two armies approached each other about nine o'clock in the morning. They fired two or three rounds at each other, and then advanced with fixed bayonets. The officer commanding the British advance column, seeing that the men were oppressed by the blankets which they carried at their backs in that sultry weather, commanded a halt a little before they closed, and ordered them to let their blankets go. The French, seeing this momentary halt, were confirmed in their general's opinion of the cowardice of the British, and rushed on with loud cheers. They were bronzed and bearded veterans; the British, who composed the advance column, were chiefly young and beardless youths; and an officer present informed Sir Walter Scott, that, as he glanced first on the grim-looking French, and then at the smooth, young faces of the British, he could not help feeling a momentary anxiety. But no sooner were the British freed from their blankets than they dashed forward with loud hurrahs; and the French, who, since the battle of Austerlitz, had boasted that no soldiers in Europe could stand against them in a charge of bayonets, were, in their turn, staggered. Some few stood firmly to cross bayonets with the foe, but the greater part fell back. The French officers rushed along their lines to encourage their men, but in vain; nothing could urge them to the points of the British bayonets. The hills around were crowded with the Calabrians, anxious spectators of the fight. When the British halted, they raised loud exclamations of dismay, believing they were about to fly, but the next moment they saw them springing forward with shouts and the French waver, turn, and fly. The First Light Infantrya crack French regimentwere the first to break and run for the hills. But it was too late; the British were at their backs, and pursued them with a terrible slaughter. Regnier's left thus routed by our right, he rode furiously about, bringing all the force he could muster on our left, but there the result was just the same: the French scarcely stayed to feel the bayonets, but fled in headlong confusion. The British took all the forts along the coasts, and drove the French into Upper Calabria, where they were joined, near Cassano, by Massena, with a powerful army. But the British force was not strong enough to do more than it had done. Malaria also began to decimate his troops, and Sir John Stuart returned, in August, to Sicily, carrying with him a great quantity of stores and artillery, which the French had prepared for the reduction of Calabria. The chief benefit of the battle of Maida was to show that the British troops, in proper quantities, were able to drive the French before them, but that, in the small numbers usually sent on expeditions, they were merely wasted. The battle of Alexandria, and now that of Maida, demonstrated that, if Britain would continue to fight on the Continent, she must prepare to do it with a sufficient force; and the after campaigns of Portugal and Spain, and the conclusive battle of Waterloo, were the results of this public conviction. At the same time, the brilliant episode of Maida had wonderfully encouraged the Neapolitans and Calabrians. Joseph Buonaparte, the French intruded king, was once or twice on the very point of flying to the army in Upper Calabria, and many of his counsellors strongly advised it. Massena advised Joseph to remain, and assured him that he would soon reduce the whole kingdom to obedience to him. But, in fact, it took Massena and his successors five years to accomplish the subjugation, with the sacrifice of one hundred thousand men.

THREE:The fame of Sir Thomas Lawrence (b. 1769) had attained to its meridian in this period. In portrait painting he was one of the most distinguished artists of the day, and he attained proficiency in it without having gone to Italy or studied the old masters. It has been said of him, as well as of Sir Joshua Reynolds, that he painted three generations of beauties. He went to Aix-la-Chapelle in 1818, by invitation, to take the likenesses of the most distinguished statesmen who were there assembled for diplomatic purposes. During his residence on the Continent he was received by the Sovereigns of the different countries he visited, and entertained with marked distinction; and the propriety and elegance of his deportment, we are told, made an impression highly favourable to his character. On his return he found that he had been unanimously elected to succeed West as the President of the Royal Academy, and this office he continued to hold till his death, which took place on the 7th of January, 1830.

THREE:Britain was anxiously appealed to for aid; but Pitt, who had raised so powerful an armament to check the attacks of Russia on Turkey, was not disposed to denounce the attempts of Russia on Poland. He might be blamed for refraining from exerting the moral power of Britain in condemnation of the unprincipled aggression of Russia, but he could not be expected to take arms in defence of Poland, so far removed from the influence of a maritime nation. Colonel Gardiner, our Minister at Warsaw, was instructed by our Secretary for Foreign Affairs, Lord Grenville, to express a friendly interest towards Poland, but to take care to avoid raising hopes of assistance. The Poles, repelled by Prussia and Austria, and finding no warmth of sympathy in the agent of Britain, dispatched Count Bukaty in June to London to plead for aid. But Pitt was cold and immovable, though he saw with regret that the absorption of this large country, in the centre of Europe, would formidably increase that preponderance of Russia, which he had attempted to prevent when there was a question of the absorption of Turkey. He adopted an attitude of strict neutrality. No motion condemnatory of Russia's grasping schemes was made in Parliament; it seemed to Britain a matter of no moment that one of the chief nations of Europe should be torn in pieces by rapacious Powers, contrary to all moral and international law. The Whigs, those warm advocates of revolution and of popular freedom, were dumb. In fact, what could they say? Fox and his admirers had all along been lauding the Russian Empress as one of the greatest, ablest, and most innocent of monarchs, simply in opposition to Pitt and his endeavours to repress her schemes of aggrandisement. Fox had even sent Mr. Adair as his emissary to St. Petersburg, to congratulate her on her successes, and to assure her of the admiration of Englishmen. Such are the perversities into which men are driven by party spirit! At this very moment Fox and the Whigs were flattering and patting Catherine on the back, when her bandit armies had already their feet on the doomed soil of Poland, and they were still applauding the Revolutionists of France, when they were already beyond the Rhine, on that crusade of conquest which plunged Europe into more than twenty years of the most horrible bloodshed. They saw all this when too late. For the present, what was done for Poland was to call a meeting at the Mansion House and open a subscription for the suffering Poles.

THREE:And walked into the Strand;The 25th was a day of extreme agitation among the surging masses of the Paris population. The Communistic party were struggling for ascendency, and for the establishment of the Republic. An immense multitude thronged the square in front of the H?tel de Ville, in such a state of excitement that Lamartine was obliged to come out and address them from the windows five times. They were vociferous and imperative in their demand that the red flag should float over the hotel, instead of the tricolour, which they required to be pulled down. To this demand Lamartine offered a courageous resistance, and by the magic[552] of his eloquence he succeeded in arresting the torrent of popular passion, and turning its course. The multitude unanimously expressed their enthusiasm in cheering and clapping of hands, and the orator was almost suffocated by the pressure of the crowd, and the efforts of the people to shake hands with him. On the 26th the Provisional Government sat again at the H?tel de Ville, and proclaimed the result of their deliberations. It decreed the abolition of royalty, the proclamation of a republic, the establishment of national workshops for all who needed employment, and the abolition of the punishment of death for political offences. On the next day, which was Sunday, an immense multitude assembled at the Place de la Bastille, and there, on the steps of the Column of July, M. Arago again proclaimed the Republic in presence of the whole of the National Guard. Although the rain descended in torrents and the weather was boisterous, the people remained out of doors, and made the day a great festival, in honour of their victory. It was agreed that a Constituent Assembly should be chosen on the 9th of April, and should meet on the 20th; that the suffrage should be universal, and voting by ballot; that all Frenchmen twenty-one years of age should be electors; that all Frenchmen twenty-five years of age should be eligible; that the representatives should be 900 in number, and that each should be paid twenty-five francs a day during the Session.

ONE:In the Christmas recess Chatham hastened to Bath, to improve his health for the campaign of the ensuing Session; but when Parliament met again, in the middle of January, 1767, Ministers were in consternation at his not reappearing. The Duke of Grafton and Beckford, who were his most devoted adherents, were thunderstruck. They found it impossible to keep in order the heterogeneous elements of the Cabinet. All the hostile qualities, which would have lain still under the hand of the great magician, bristled up, and came boldly out. The spirit of Bedford, of Newcastle, and of Rockingham, was active in their partisans, and gathered courage to do mischief. Lord Shelburne and the Duke of Grafton became estranged; Charles Townshend, who had as much ambition and eccentricity as talent, began to show airs, and aim at supremacy. Grafton implored Chatham to come to town if possible, and when that was declared impracticable, to allow him to go down, and consult with him in his sick chamber. But he was informed that the Minister was equally unable to move or to consult.It has been remarked that the "monster meetings" could never have been conducted in the orderly manner for which they were distinguished, but for the Temperance reform which had been effected by Father Mathew, a benevolent, tolerant, and single-minded friar from Cork, who was known as the Apostle of Temperance, and who had induced vast numbers from all parts of the country to take the pledge, which the majority religiously kept for some years. The monster meetings, of which forty-five were held during the year, were vast assemblages whose numbers it was difficult to calculate, but they varied from 20,000 to 100,000 each. The people, generally well-dressed, came crowding to the appointed place from every direction, some on horseback, some on jaunting cars and carts, generally preceded by bands with immense banners, and sometimes marching in military order. O'Connell, the "uncrowned monarch," as his followers called him, arrived from Dublin, sitting on the dickey of a coach, usually drawn by four horses. He was always accompanied by his devoted friend, Tom Steel, the "head pacificator," one of the most ardent of hero-worshippers, who looked up to his chief as a sort of demi-god. The first of the monster meetings was held at Trim, in the county Meath, on the 19th of March, and was said to have been attended by about 30,000 persons. A dinner took place in the evening, at which Mr. O'Connell delivered an exciting speech. Referring to the bright eyes and hardy look of the multitudes that surrounded him that day, he asked, would they be everlasting slaves? They would answer "No," and he would join in the response, and say, "I shall be either in my grave or be a free man. Idle sentiments will not do. It will not do to say you like to be free. The man who thinks and does not act upon his thoughts is a scoundrel who does not deserve to be free." The monster meeting held at Mullingar on the 14th of May (Sunday) was attended by Dr. Cantwell and Dr. Higgins, two Roman Catholic bishops, and a great number of priests. This was one of the largest of the meetings, and was remarkable for the declaration made by Dr. Higgins, to the effect that "every Roman Catholic bishop in Ireland, without exception, was a Repealer. He defied all the Ministers of England to put down the agitation. If they prevented them from assembling in the open fields, they would retire to their chapels, and suspend all other instruction, in order to devote all their time to teaching the people to be Repealers. They were even ready to go to the scaffold for the cause of their country, and bequeath its wrongs to their successors." This outburst excited tumultuous applause, the whole assembly rising and cheering for a considerable time.
FORE:For more than four months the invincible Massena continued to watch the lines of Torres Vedras without striking a single effective blow. In fact, instead of attacking Wellington, Wellington attacked his advanced posts near Sobral on the 14th, and drove them in with the bayonet. The French then showed themselves in some force near Villa Franca, close to the Tagus; but there the gunboats reached them, causing them rapidly to retreat, and killing General St. Croix. After this, the French made no further attempt on those mountain lines which struck Massena with despair. After occupying his position for a month he fell back to the town of Santarem, and there and in the neighbouring villages quartered his troops for the winter. His great business was to collect provisions, for he had brought none with him; and had the people obeyed strictly the proclamation of Wellington and the Junta, he would have found none at all, and must have instantly retreated. But the Portuguese thought it hard to quit their homesteads and carry all their provisions to Lisbon or into the mountains, and the miserable Junta threw all the blame of the order on the British general. Not only, therefore, was a considerable amount of provisions left in the country, but boats were left at Santarem, on the Tagus, contrary to Wellington's orders, by which provisions were brought over by the French from Spain.

TWO:The debates and voting on these three questions occupied the Convention till late in the evening of the 17th. On the first question thirty-seven pronounced Louis guilty, but proposed only that he should be taken care of for the general safety; six hundred and eighty-three declared him guilty simply; and, as the Assembly consisted of seven hundred and forty-nine members altogether, there was a majority affirming his guilt of the whole, except twenty-nine members. He was therefore declared, by the President, guilty of conspiracy against the liberty and safety of of State. On the second question thirty-one members were absent: four refused to vote; eleven voted conditionally; two hundred and eightyand these almost exclusively were members of the Girondist sectionfor the appeal to the people; and four hundred and twenty-three rejected it. The President, therefore, proclaimed that the appeal to the people was declined. The last fatal question of death to the monarch was put on the 16th. By this time the excitement was as intense all over Paris as within the walls of the Convention itself. It was found, that of the seven hundred and forty-nine members, three hundred and eighty-seven voted in favour of death unconditionally, while three hundred and thirty-four voted in favour of Louis' detention, or imprisonment, or death under defined conditions and in certain circumstances. Twenty-eight votes were not accounted for. Either they were lost amidst the excitement of the hour, or members to that number took no part in the decision. The king's death, therefore, was carried by a majority of only fifty-three votes. Then came the question of a reprieve.
THREE:On the 21st of October the British fleet sailed from Copenhagen Roads; at Helsingfors the fleet was saluted by the King of Sweden, who invited the admirals to breakfast; and, by the end of the month, was anchored in Yarmouth Roads safely, with all its captives. Fresh offers of alliance with Denmark were made before leaving, accompanied with promises of restoration, but were indignantly refused by the Crown Prince; and no sooner were the British gone, than the Danes converted their trading-vessels into armed ones, and commenced a raid amongst the British merchants, now in the Baltic, for the protection of which some men-of-war ought to have been left. The Crown Prince, now thrown completely into the arms of the French, made a declaration of war against Britain, and the British Government issued an order for reprisals on the ships, colonies, and property of the Danes. They also seized on the island of Heligoland, a mere desolate rock, but, lying at the mouth of the Elbe, and only twenty-five miles from the mouths of the Weser and the Eider, it was of the greatest importance, during the war, as a safe rendezvous for our men-of-war, and as a dep?t for our merchandise, ready to slip into any of the neighbouring rivers, and thus, by smugglers, to be circulated all over the Continent, in spite of Buonaparte's embargo. It served also to remind the people of those regions, that, though Buonaparte ruled paramount on land, there was a power on the sea that yet set him and all his endeavours at defiance. THREE:Whilst Chatham was heading the Opposition in a determined onslaught on the Government, the latter were also compelled to face the awkward American question. Great hopes had been entertained that the people of Boston would be much calmer after the departure of Governor Bernard. Hutchinson, the Deputy-Governor, was not only an American, but a man of a mild temper. But the temper of the Bostonians was now so much excited, that the leaders of the non-importation Act were more vehement than ever. The English merchants presented a petition to Parliament showing that, in consequence of the import duties and the combinations of the colonists to resist them, the exports from England to these colonies had fallen off in 1769 by the amount of seven hundred and forty thousand pounds; that the revenue received from duties paid in America had fallen off from one hundred and ten thousand pounds per annum to thirty thousand pounds. THREE:The members of the Government were scarcely less rejoiced at getting rid of the matter than the nation was at their defeat. The most thinking men of their party became greatly alarmed at the state of public feeling, and were in constant dread of a revolution. The most violent language was used by the democratic leaders, and the press abounded with libels against the Government, whose chief members were hooted and pelted as they passed through the streets. This alarming state of things had arrived at its height towards the end of September. The Duke of York, who was then at Brighton, was violent against the queen. He felt confident that the troops must be called out, and he thought he could trust them. On them alone he depended for the preservation of the Throne. The king, at this time, rarely showed himself to any of his subjects. His conduct was an excitement to popular hatred. Mr. W. H. Freemantle, who was well informed as to all that was going forward in the highest quarters, describes the condition of things in letters to the Duke of Buckingham. "You have no idea," he says, "of the state of the town. The funds fell to-day. As to the king forming a Government, after the resignation of all his present servants, with the avowed object of persecuting the queen, it would be impossible; it would be making her the popular object and throwing the country in a flame. Be assured that the king on[213] this subject is no less than mad!" "In the months of October and November," observes the Duke of Buckingham, "it became evident that the frenzy outside the Houses of Parliament was exerting its influence within its walls. The aspect of affairs looked blacker every hour." "Matters here are in a critical state," writes Lord Sidmouth to Mr. Bathurst on the 27th of October. "Fear and faction are actively and not unsuccessfully at work; and it is possible that we may be in a minority, and that the fate of the Government may be decided." Plumer Ward, in his diary, has this entry under date of November 2nd:"Called upon (Wellesley) Pole. He was at breakfast, and we had a long chat. He thought everything very badMinisters, Opposition, king, queen, countryand, what was more, no prospect of getting right. All ties were loosened. Insolence and insubordination out of doors; weakness and wickedness within. 'The Whigs,' he said, 'were already half Radicals, and would be entirely so if we did not give way.' I said his brother, the Duke of Wellington, felt this too, but would not give way nevertheless. Meantime, the king was as merry as a grig. At first he had been annoyed, but was now enjoying himself at Brighton."
REVOLUTION IN PARIS: CAPTURE OF THE H?TEL DE VILLE. (See p. 316.)Perhaps there is no cause from which Ireland has suffered more than from misrepresentations. Nowhere have the want of discrimination, and due allowance for the extravagant exaggerations of vehement partisans, been more pernicious. There were in the reign of George IV. no evils in Ireland which would not have yielded to the action of just and impartial government, removing real grievances, and extending to the people, in a confiding spirit, the blessings of the British Constitution, in the spirit of Lord Wellesley's administration. He had to contend, indeed, with peculiar difficulties. Ireland shared largely in the general distress of the United Kingdom, occasioned by the contraction of the currency, and the consequent low prices of agricultural produce. He found a great portion of the south in a state of licentiousness, surpassing the worst excesses of former unhappy times; he had to deal with dangerous and secret conspiracies in other parts of the country. He applied the energies of his powerful mind to master these complicated difficulties in the spirit of conciliation which had been enjoined in the king's instructions. He explored every dangerous and untried path, and he laboured diligently, by the equal administration of the laws, to promote peace and happiness among all classes of the people. He succeeded to a great extent in accomplishing the object of his administration. Mr. Plunket, the Irish Attorney-General, in his speech on unlawful societies, in the House of Commons, in February, 1825, described the country as in a state of peace and prosperity. She had been enabled, by the noble lord at the head of the Government, and by the measures which he had matured, to enjoy the blessings which were the offspring of internal tranquillity. Those measures had been properly administered, and public confidence had been in consequence restored. "It was a great blessing," he said, "it was a most gratifying object, to behold that country now floating on the tide of public confidence and public prosperity. She was lying on the breakers, almost a wreck, when the noble marquis arrived; and if he had not taken the measures which have been so successfully adopted, she never could have floated on that tide of public prosperity."All these causes of unpopularity were rendered more effective by the powerful political party which now assailed him. Pitt led the way, and the Dukes of Devonshire, Bolton, and Portland, the Marquis of Rockingham, the Earls of Temple, Cornwallis, Albemarle, Ashburton, Hardwicke, and Bessborough, Lords Spencer, Sondes, Grantham, and Villiers, James Grenville, Sir George Savile, and other Whigs, presented a formidable phalanx of opponents in both Houses. The measures, too, which he was obliged to bring forward, were certain to augment his discredit. The funded debt had grown to upwards of a hundred millions, and there were three millions and a half besides unfunded. It was necessary to raise a new loan, and, moreover, to raise a new tax, for the income was unequal to the expenditure, even in time of peace. The Chancellor of the Exchequer, Dashwood, was not a man likely to make these new burdens go down easily. He issued the new loan to the public with so little advertisement, that the friends of the Ministers secured the greater part of the shares, and they soon rose to eleven per cent. premium, by which they were enabled, at the public cost, to make heavy sums. The tax which Sir Francis proposed was one on cider and perry, besides some additional duties on wines. There was at once an outcry in the City against this tax, led on by the Lord Mayor, Alderman Beckford, a great friend of Pitt. The cry was only too sure to find a loud echo from the cider-growing districts. Bute and his Chancellor were quickly compelled to reduce the proposed impost from ten shillings a hogshead, to be paid by the buyer, that is, by the merchant, to four shillings, to be paid by the grower. The tax thus cut down was calculated to produce only seventy-five thousand poundsa sum for which it was scarcely worth while to incur so much odium.
